She tails from as far back as her 20/20 street-level super-vision will allow, and when he arrives, waits another five minutes. There's no reason to leave him out in the open, except to postpone the surrender he came to negotiate. Jess approaches from the same direction whence he came, taking to her device. She's already worked out that he doesn't have superpowers, or else Frank would have invited him up to guard Kevin's even stringbeanier body. ]
